Since 2017, the International Institute of Management Development (IMD) has published an annual ranking of 69 economies, measuring their capacity & readiness to adopt & explore digital technologies as a key driver for economic transformation in business, government, & wider society.

Switzerland topped the list in 2025, followed by the United States, then Singapore. Singapore has ranked in the top 3 for the past 3 years. China & the 4 Asian Tigers (Hong Kong, Taiwan, S. Korea, Singapore) are in the top 15. 6 of the 11 ASEAN countries are in the list as well (including Malaysia, Thailand, Indonesia & Philippines).
The 3 key digital competitiveness factors assessed are Knowledge, Technology, & Future Readiness (see below for sub-factors & details)
- Knowledge = Know-how necessary to discover, understand & build new technologies
- Technology = Overall context that enables development of digital technologies
- Future Readiness = Level of country preparedness to exploit digital transformation
